CONNECTA 2 starts the technical assistance for Pre-Feasibility Study – Increase in cross-border transmission capacities between Serbia and Montenegro

Recognising the key role the high-voltage electricity transmission lines and network reliability play in the energy transition, the Montenegrin Electric Transmission System (CGES) and the Electric Network of Serbia (EMS) are working together to further reinforcethe cross-border capacities. The aim is to ensure high quality connections for transmission system users, facilitate the integration of renewable energy sources and strengthen the energy paths to the wider regional and European market.

The high-voltage transmission line ‘Substation Mojkovac – Substation Pljevlja 2’ is an internal line of the Montenegrin transmission system where a part of the line passes over the territory of Serbia. The line consists of several sections, namely: exit Mojkovac (MNE), Mojkovac – Bijelo Polje (MNE), Bijelo Polje – Velika Župa (SRB) and Velika Župa – Pljevlja (MNE). To address the property-legal relations in accordance with European practice and to increase the transmission capacity between the two countries, the transmission system operators – CGES and EMS have initiated the study on the optimal technical solution for splitting the line Mojkovac – Pljevlja 2 on the territory of Serbia. By building/upgrading the necessary transmission infrastructure – including a new substation or a new switchyard, two new interconnecting transmission lines between Montenegro and Serbia could be formed. In addition to advancing the networks’ performance and maintenance, it is expected that the application of the proposed technical solution will further increase the flexibility and capacity of the transmission systems of Serbia and Montenegro – in particular in the process of integration of solar and wind power plants.

The objective of the CONNECTA 2 assignment is to undertake a Pre-feasibility study and Initial environmental and social examination for the proposed variants of splitting the Mojkovac- Pljevlja 2 transmission line on the territory of Serbia. The scope of CONNECTA 2’s technical assistance will include:

    • Network analysis and market-based assessment
    • Technical assessment
    • Environmental and social studies
    • Preliminary economic and financial analysis
    • Property – legal relations


To mark the start of the CONNECTA 2 sub-project ‘Pre-Feasibility Study – Increase in cross-border transmission capacities between Serbia and Montenegro’, a kick-off meeting was held on 4 September, 2025. The meeting was attended by the representatives of the Energy Community Secretariat, EU Delegations in Montenegro and Serbia, the Montenegrin Electric Transmission System, the Electric Network of Serbia, ELEM & ELGO d.o.o, Electricity Coordinating Center Ltd. and the CONNECTA 2 team.
