Albania’s geographical position creates very favourable conditions for it to become an energy transit country (from Italy/Greece to Central Europe). The country’s electricity transmission system has been gradually developed in accordance with the increasing demand for electricity, the introduction of new sources of electricity production and the need for its integration into the regional network. Investing in a stable and extended 400 kV transmission network remains one of Albania’s priorities towards the objectives of a clean, secure and affordable energy future.
To address the grid capacity issues and operational conditions in high voltage power transmission network, the Albanian partners are undertaking the Vau i Dejes Substation Expansion project, which will include construction of a new digital 400/220/20 kV substation near the existing one.
The Vau i Dejes substation is a vital component of Albania’s electrical infrastructure. Located in the north, the substation is strategically positioned to facilitate the transmission of electricity generated from the nearby Vau i Dejes hydropower plant – one of the largest in the country. Playing a pivotal role in stabilizing the national grid and ensuring reliable electricity supply for residents and businesses, the substation also complements the country’s efforts to enhance cross-border electricity trade and cooperation with neighboring countries.
The overall objective of the CONNECTA 2 assignment is to develop a feasibility study and an environmental and social impact assessment for the proposed new 400/220/20 kV substation, to support the said expansion project. The scope of CONNECTA 2’s technical assistance includes the following main tasks:
- Feasibility study report;
- Detailed environmental and social impact assessment;
- Resettlement action plan;
- Detailed cost benefit analysis;
- Climate resilience and risk assessment; and
- Procurement strategy and implementation plan.
To mark the start of the CONNECTA 2 technical assistance to the Vau i Dejes Substation Expansion project, a kick-off meeting was held on 30 April, 2025. The meeting was attended by the representatives of the Delegation of the European Union to Albania, the Albanian Transmission System Operator, the State Agency for Strategic Programing and Aid Coordination, Agence Française de Développement and the CONNECTA 2 team.
